suzyq: usb subsystem locked up when plugging a suzy q

Issue description

After I plugged a suzy q and boots the DUT, lsusb was stuck in the kernel
Removed devices/hubs are not scanned anymore, a workstation reboot is required.

What version of Cr50 is this? And also what board?

Is this still reproducible? I'm pretty sure we've fixed this.
