[Findit] confidence score for non-first-time failure could be wrong

What is the bug or feature:
The first time failure is 34643, and both try job and heuristic found the same culprit. But on the result page for 34643, because only the heuristic result is in analysis.suspected_cls, it will only get the confidence score for only heuristic results for this build, which is different from 34463.
