a11y: VO + left and right arrows visit controls in the wrong order

Issue description

Version: 56.0.2896.0
OS: 10.12

What steps will reproduce the problem?
(1) Bring up the Authentication Required dialog (e.g. https://auth-demo.aerobatic.io/protected-standard/).
(2) Use the VO keys to move to the title of the dialog.
(3) Repeatedly press VO+right to visit each control.

What is the expected output?
Controls are visited left to right, then top to bottom.

What do you see instead?
Controls are visited top to bottom, then left to right (so every label is visited, then every field).

Safari behaves correctly. So does Chrome with MacViews flags turned on :).

shrike@: This is only broken in current (non-MacViews) dialogs, that's why I didn't use the Harmony label.
