Remove code pertaining to Kiosk App pods on login page

Issue description

As per an offline discussion with xiyuan@, Kiosk App pods, introduced in Issue 334304, are not being used, and the related code should be cleaned up.  For reference, here are some issues related to the feature:

Issue 362062 - Launch bug for broader Public Session and Kiosk App login access (Verified)
Issue 363978 - Launch bug for Kiosk App pod UX (Never launched)
Issue 334304 - For actual Kiosk App pod code (Completed)
 Issue 346881  - Showing Kiosk App menu instead of pods (Completed)
 Issue 386651  - Re-enable Kiosk App pods after blocker is fixed (Never implemented)
 Issue 386644  - Blocking issue: Overflow of (too many) user pods (Never implemented)

And https://codereview.chromium.org/158833003 is the primary CL that added Kiosk App pods.

If we don't plan to use the kiosk app pods, let's remove the code. Vidya, could you confirm?
