Chrome will not open.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64; rv:49.0) Gecko/20100101 Firefox/49.0

Steps to reproduce the problem:
1.try to open chrome  
2. try not to cry
3. cry alot

What is the expected behavior?
chrome should open

What went wrong?
We have several computers at our location that chrome is begging to fail on. We have tried to repair chrome, no joy. We have tried to uninstall/reinstall and still no joy. I noticed an update went out yesterday and updated my chrome and now my chrome will not open. Please help!

chrome will open with windows in safemode...
