Hangouts for Desktop Pop-Out Doesn't Work

Reported by mark.bol...@macedonconsulting.com, Oct 20 2016

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.59 Safari/537.36

Steps to reproduce the problem:
1. Open the Google Hangouts app in Windows 7 64-bit. This issue occurs both with Transparent UI enabled or not.
2. Open a conversation and click the "Pop-Out" icon.

What is the expected behavior?
The conversation opens in a new window that can be viewed, resized, and moved independently of the main Hangouts app.

What went wrong?
The conversation appears to be sent to a new window, but the new window is not accessible. When mousing over the new window in the task bar, the preview image is a white box with a smiley face, "Se", and an icon of a mountain (see attached screenshot). When clicking on the preview image, nothing happens. The conversation cannot be accessed until the new window is closed and the conversation is returned to the main window.
