Mac: Windows get huge minimum size

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.59 Safari/537.36

Steps to reproduce the problem:
1. Make a browser window very large
2. Enter full screen
3. Open a new browser window

What is the expected behavior?
The minimum size of the browser window should be as normal, which is pretty small.

What went wrong?
The new window seems to inherit a large minimum size based on the un-fullscreen size of the existing window. This breaks split screen among other things.

Chrome version: 56.0.2896.0  Channel: canary
OS Version: OS X 10.12.0

Description of screencast, attached:

1. I make a browser window very large
2. I enter full screen
3. I make a new browser window
4. I leave full screen and I show that the browser window will not go narrower than about 1/3 the screen
5. I return to full screen, make a new browser window, and leave full screen
6. I show that this window will not go narrower than just under 1/2 the screen
