In chrome://md-settings, focus does not shift to next iron icon on pressing Down arrow key.

Issue description

Version: 55.0.2883.21 (Official Build) b9eabca6f064bcaa5aa645e4b3eaba90cf47a43c-refs/branch-heads/2883@{#201} (32/64-bit)
OS: Windows (7,8,10), Mac (10.10.5, 10.11.4), Linux (14.04 LTS)

What steps will reproduce the problem?
1) Launch chrome, navigate to chrome://md-settings/searchEngines and press Tab key till focus is on iron icon for first entry.
2) Now press Down arrow key from keyboard and observe.

On pressing Down arrow key focus should shift to iron icon of second entry.

On pressing Down arrow key focus does not shift to iron icon of second entry.

This is a Non-Regression issue seen from M-54 (Chrome version: 54.0.2833.0)

I am resolving this bug because chrome://md-settings is no longer in use. If you're still having trouble, please feel free to reopen this issue with another example.

The contents of chrome://md-settings are still used under chrome://settings. Either way, I am not able to reproduce this bug on ToT.
