Unnecessary browser window resizing and tabstrip is clickable evenafter 'New Signin modal error dialogue' is opened.

Issue description

Chrome Version:55.0.2883.21 Revision b9eabca6f064bcaa5aa645e4b3eaba90cf47a43c-refs/branch-heads/2883@{#201}(32/64 bit)
OS:Windows (7,8,8.1,10),Linux (14.04 LTS)

Precondition : Sign in into Person 1 with Account A with valid credential.

What steps will reproduce the problem?
1. Launch chrome and Add person 2 from Switch person overlay.
2. Try to sign in with Account A in person 2 such that 'new signin modal error dialogue' opens,now try to resize the browser window.
3. Click on Tabstip,new tab button or 'Minimize/Maximize/Close' button.

Actual:1. Unnecessary browser window resizing and tabstrip is clickable evenafter 'New Signin modal error dialogue' is opened.
       2. After browser window resized completely, scrollbar does not appears for 'New Signin modal error dialogue'.

Expected:1. Browser window resizing and tabstrip should not be clickable if 'New Signin modal error dialogue' is opened.
         2. After browser window resized completely, scrollbar should appear for 'New Signin modal error dialogue'.

This is non-regression issue,this is new feature introduce in 'M 56' (56.0.2886.0)

Note: Issue is not seen on Mac OS.

Anthony, please take a look. I think this is working as expected (I believe the rest of the signin flow modal dialogues have the same behavior). IIRC, we had issues with scrollbars/resizing, and decided that this was the best behavior we could achieve. To summarize the two issues:

(1) You can resize the browser window, open new tabs via the new tab button on the tabstrip, click on the bookmarks bar, and click on the wrench menu while the error modal is showing.

I'm fairly sure things are clickable when the signin modal is showing as well.

(2) When the window resizes to be very small, there are no scrollbars on the error modal.

Again, I'm pretty sure we decided this was the best we could do for these dialogues.

Anthony, feel free to mark as WontFix if this is working as expected. If there is something to fix here, please comment clarifying.
