Regression: Blue focus ring of Language/Accessibility options is seen missing in Welcome screen on tabbing/selecting it.

What steps will reproduce the problem?
(1) Recover the build 56.0.2895.0/8916.0.0 via USB>> In welcome screen start hitting tab key / click on Language/Accessibility option and Observe for blue focus ring

Expected: Blue focus ring should be seen for Language/Accessibility options on tabbing/selecting it
Actual: Instead blue focus ring is seen missing.

This is Regression issue as it is working fine in 54.0.2840.68/8743.69.0 Beta channel butterfly.

Issue is not applicable for Linux and Windows.

No updates. This is still in queue on myside. There were some discussion about the focusing design, but no real updates yet.

MD-OOBE is not enabled for M56. Removing RBS.
And this has already been fixed in M57.
