Regression: 'Valley girl' extension icon is not visible in extension toolbar area after adding it.

OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4)

Steps:
1. Launch Chrome and navigate to above url.
2. Add above extension and observe the extension toolbar area.

Actual: 'Valley girl' extension icon is not visible in toolbar area after adding it.

Expected: 'Valley girl' extension icon should be visible in toolbar area after adding it.

This is a regression issue broken in M-49, below is bisect info.

Good Build: 49.0.2581.0
Bad Build: 49.0.2582.0

Status: WontFix (was: Assigned)
The extension uses an empty jpg for its 16 pixel icon, which is what we use to show the extension action.  Chrome is WAI, the extension should provide a non-empty image for its action icon.
