Regression : 'BACK' button is seen missing in EULA screen

Version: 56.0.2895.0/8916.0.0 dev channel Quawks,Paine,Peach-Pit
OS: Chrome

What steps will reproduce the problem?
(1))Recover build ->IN EULA Screen observe for 'Back' Button (Please refer screenshot)

Expected:'BACK' button should be seen along with 'ACCEPT AND CONTINUE' Button in EULA screen
Actual: Instead 'BACK' button is seen missing

This is Regression Issue as same is working fine in 53.0.2785.100/8530.80.0 Quawks
Issue not applicable to Linux and windows

I think we do not need this for 56. It is disabled for everything less than 57.
