What steps will reproduce the problem?
(1)Launch chrome>>Pin few apps like Gmail/Files App to the shelf>> Now hover on the pinned apps for tool-tip and Observe unwanted highlight in Tool-tip.
Expected: No such unwanted highlight should be seen in tool-tip of pinned apps.
Actual: Instead Unwanted highlight is seen.
This is Regression issue as it is working fine in 54.0.2840.68/8743.69.0 Beta channel butterfly.
Issue is not applicable for Linux and Windows.
