Regression : Unwanted blank space is seen at the bottom end of the page in chrome://md-settings page.

OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://md-settings/autofill and click on add address to open overlay
2. Now resize the browser from bottom end to top such as vertical scroll bar is seen and scroll down the page
3. Observe the bottom part of page

Actual: Unwanted blank space is seen at the bottom end of the page after scrolling the page downwards.
Expected: Unwanted blank space should not be seen at the bottom end of the page

This is regression issue, broken in ‘M 54’ and will soon update other info :
Good build:54.0.2810.2  
Bad build: 54.0.2811.0

Tested on windows-7, Mac 10.11.4 and Linux ubuntu-14.04 using chrome Stable version 54.0.2840.71 and Latest canary 56.0.2896.3 and reported version 55.0.2883.21 and also verified in chrome version M-54.0.2811.0 .

With response to comment #3 :
Rechecked the above issue with latest canary chrome version : 56.0.2897.0 on Mac OS X(10.11.4, 10.11.5), Windows 7 OS and the issue is still reproducible.
