Regression:Scrollbar is not draggable on Timeline section on devtools.

Issue description

Chrome Version:56.0.2895.0 (Official Build) d9d3ea15202868716617ceb73ee8d5595778d504-refs/heads/master@{#426105}
OS:  Windows (7,8,8.1,10),Mac OS X(10.10.5, 10.11.4)

What steps will reproduce the problem?
1. Launch Chrome and open Devtools window.
2. Go to 'Timeline' section and press 'F5' key from keyboard to record some activity
3. Now drag the Summary section upwards such that scrollbar appears for Timeline record.
4. Try to drag that scrollbar using mouse and observe.

Actual: Scrollbar is not draggable.
Expected: Scrollbar should be draggable.

This is regression issue, broken in 'M 56' and below is manual bisect info:

Good build:56.0.2894.0
Bad build:56.0.2895.0

Note: Will soon update the Linux info.

Bad build: 56.0.2895.0 (Revision: 426105).

You are probably looking for a change made after 425843 (known good), but no later than 425844 (first known bad).

Verified the issue on windows 10, Ubuntu 14.04 and Mac 10.11.6 using chrome dev version #56.0.2900.0 as per the comment #0

Observed that the fix is working as expected.
