Regression: Weird flickering of settings page is observed after adding 'ChromeVox' extension.

Issue descriptionChrome Version: 55.0.2883.21 Revision b9eabca6f064bcaa5aa645e4b3eaba90cf47a43c-refs/branch-heads/2883@{#201}(32/64 bit) OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4) URL: https://chrome.google.com/webstore/detail/chromevox/kgejglhpjiefppelpmljglcjbhoiplfn/related?hl=en What steps will reproduce the problem? (1) Launch chrome, navigate to above url and click on 'ADD TO CHROME' button. (2) Now navigate to chrome?://md-settings page and observe. Actual: Weird flickering of settings page is observed after adding ChromeVox extension. Expected: Settings page should not flicker. This is regression issue, broken in ‘M 55’ and will soon update other info : Good build:55.0.2874.0 Bad build: 55.0.2875.0

1. I can't repro this on Chrome OS (55.0.2878.0), which seems weird 2. Do we even support ChromeVox without ChromeVox Next enabled (for shadow dom support)? 3. Is this a Settings UI bug, a blink bug or a ChromeVox bug?

I was able to easily repro on Linux. I don't know if ChromeVox works on MD Settings, because I don't know how to use it, but as far as the flickering is concerned, I was able to fix it just per https://codereview.chromium.org/2435013004, preventing the scrollbars to appear and disappear. If ChromeVox is not supposed to work on MD Settings, then I agree that there is no need to land the workaround at all.

only use ChromeVox Next for any page that uses Polymer/Shadow DOM. older ChromeVox doesn't work well with this stuff.

Per #6, it seems that the action item is to try ChromeVox Next on MD Settings and check whether the same issue occurs. Un-assigning myself so that others can pick this up.
