PageActions should make sense for blocked-by-policy

Issue description

Especially important due to Flash: https://groups.google.com/a/google.com/forum/#!topic/chrome-ui-review/2MphRPi5S2c

We might want to offer an explanation like "blocked by your administrator" to the RHS PageAction dropdown so that users know that Flash was blocked by policy, and i.e. downloading flash won't help
