[Cronet] Improve test coverage for Cronet on iOS

This is a tracking bug for improvements of Cronet tests on iOS.

Currently known needs are:

- Create CronetTestSupport.framework and extract *ForTesting methods from Cronet.framework.
- Test interaction of CRNPauseableHTTPProtocolHandler with default NSURLSession and custom NSURLSession.
- Test interaction with app-installed custom protocol handlers.
