There is a problem with this Windows Installer package

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.79 Safari/537.36 Edge/14.14393

Steps to reproduce the problem:
1. Download Chrome Enterprise x64
2. Double Click Installer
3. Wait, this message appears:

There is a problem with this Windows Installer package. A program run as part of the setup did not finish as expected. Contact your support personnel or package vendor.

What is the expected behavior?
Chrome Enterprise installs.

What went wrong?
When running the installer directly this message appears:

There is a problem with this Windows Installer package. A program run as part of the setup did not finish as expected. Contact your support personnel or package vendor.

Attempting to install with msiexec from command prompt (nonadmin) reveals this in the logs as an error:

CustomAction DoInstall returned actual error code -2147219438 (note this may not be 100% accurate if translation happened inside sandbox)

Error 1722. There is a problem with this Windows Installer package. A program run as part of the setup did not finish as expected. Contact your support personnel or package vendor.  Action DoInstall, location: C:\WINDOWS\Installer\MSID034.tmp, command: /silent /install "appguid={8A69D345-D564-463c-AFF1-A69D9E530F96}&appname=Google Chrome&needsAdmin=True"&brand=GGRV&ap=x64-stable"" /installsource enterprisemsi /appargs "appguid={8A69D345-D564-463c-AFF1-A69D9E530F96}&installerdata=%7B%22distribution%22%3A%7B%22msi%22%3Atrue%2C%22system_level%22%3Atrue%2C%22verbose_logging%22%3Atrue%2C%22msi_product_id%22%3A%2222071B03-9AC6-33C1-BBA6-A874CDF3509E%22%2C%22allow_downgrade%22%3Afalse%7D%7D" 

Running msiexec from admin command prompt does not show an error, but it also doesn't do anything else or install.

Chrome version: 54.0.2840.59  Channel: stable
OS Version: 10 (1607) EDU
Flash Version:
 
Note: running msiexec without silent install (admin console) option gives this error:

This installation package could not be opened.  Verify that the package exists and that you can access it, or contact the application vendor to verify that this is a valid Windows Installer package.

I have attempted to redownload the installer from the chrome enterprise website multiple times, and save the file in different places and I get the same results.

Not sure who is the right person to investigate MSI issues these days.

Do you have any security software that might be flagging the installer as being infected or otherwise compromised? I have just tried the current Chrome x64 .msi and it runs without issue on my Windows 10 machine.
