Right floating panel cause text rendering issue

Project Member Reported by dpronin@google.com, Oct 19 2016

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.59 Safari/537.36

Example URL:
appmaker-qa.corp.google.com

Steps to reproduce the problem:
It was working long time. After we added scuba assertion our test begin failing with really strange causes:

https://scuba.corp.google.com/#/report/c627c97a-a020-4f65-a893-335cd3233888/7?targetName=%2F%2Fjavatests%2Fcom%2Fgoogle%2Fapps%2Fappmaker%2Fwebdriver%2Ftests:editor.EditorTests_chrome52-linux

This happened in other button, which I have to remove from assertion.

This only appears in one particular test and doesn't reproduced locally or human eye could'n catch this behavior. Also this happening only when we have animation from right side.

What is the expected behavior?
Text rendering should be consistent

What went wrong?
Letters "jumping" and moving very unstable. Almost every run is a new behavior

Does it occur on multiple sites: N/A

Is it a problem with a plugin? No

Did this work before? No

Does this work in other browsers? No
 firefox

Chrome version: 52 Channel: stable
OS Version:
Flash Version: Shockwave Flash 23.0 r0

I can provide more screenshots, but link to scuba should provide all necessary information about behavior.
