On Mac, secure textfields should use bullets

Issue description

Version: 56.0.2895.0
OS: 10.11

What steps will reproduce the problem?
(1) Bring up a dialog with a secure text field (e.g. https://auth-demo.aerobatic.io/protected-standard/).
(2) Type into the field.

What is the expected output?
Characters are represented as bullets (•).

What do you see instead?
Characters are represented as asterisks (*).

MacViews: Use bullets for displaying obscured text.

TEST=Enable chrome://flags/#mac-views-webui-dialogs. Go to an http auth dialog.
Verify bullets are used for displaying obscured text on Mac.
