scroll anchoring M56 launch approval

We'd like to re-enable scroll anchoring on trunk ASAP to get feedback and discover any remaining problems.

We plan to send the intent to ship after updating the explainer and spec with the latest changes but before the M56 branch, then let it launch with M56 if the intent is approved and no new problems are discovered.

This bug tracks getting ship approval for scroll anchoring, or disabling if not approved.
