Show "Quick LGTM" button to folks who have CR+1/2 abilities

Polymer Rietveld shows a "quick lgtm" button to people who have the ability to actually LGTM a change. PolyGerrit seems to only show a "Reply" button, where you then have to manually hit the "CR+X" button.

It would be good to display a blue "Quick LGTM" button next to the red "Reply" button, which would
* publish all drafts
* mark the change CR+X where X is the maximum the user can grant

I filed this issue over here because I was pretty sure that this would be implemented as a (Chromium Launch-blocking) plugin faster/easier than full "what's the next step of the workflow" support would get baked into polygerrit itself. So maybe consider reopening this if it looks like it'll have to be done via plugin, as suggested by viktard@ in gerrit:4484?
