ChromeOS doesn't remember my window layout when I unplug and replug my external monitor |

Issue descriptionChrome Version: <From about:version: Google Chrome 54.0.2840.59 beta> <b>Chrome OS Version: <From about:version: Platform x.x.x.x></b> Chrome OS Platform: Pixel 2 Network info: N/A Please specify Cr-* of the system to which this bug/feature applies (add the label below). Steps To Reproduce: (1) Plug in external monitor and set to extend desktop (2) arrange some windows on external monitor (3) Unplug external monitor (4) Replug external monitor Expected Result: Windows come back to the same place they were on my external monitor Actual Result: Windows are in random places. How frequently does this problem reproduce? Always What is the impact to the user, and is there a workaround? If so, what is it? Impact: have to relayout my windows every time I plug in my external monitor Workaround: none Please provide any additional information below. Attach a screen shot or log if possible.
