Add a Drop-down list (<select>) Handler to allow custom menu

In our application, we need more control on how a drop down menu is displayed.
Currently, Chromium just give a bitmap which can be displayed in a popup.
With an interface giving us the list of items to display, we could build a menu using our own application UI framework instead of just displaying the Bitmap.
Like what is done on Mobile OS where it is displayed using native UI element (see attached image).

Like the DialogHandler and MenuHandler, we need an handler to provide our own implementation of the drop down list.
