'Press Esc to show your cursor' info bubble is not seen after pressing F5 key on 'permission.site'.

Issue description

Chrome Version: 54.0.2840.68 Revision e5934e0f324e72f35dac7868c9b554a4295b2ceb-refs/branch-heads/2840@{#755}
OS: Windows(7,8,10)

What steps will reproduce the problem?
(1) Lunch chrome, navigate to https://permission.site/
(2) Click on 'Pointer Lock'('Press Esc to show your cursor' info bar is seen), press F5 and again click on 'Pointer Lock'
(3) Observe infobar.

Actual: 'Press Esc to show your cursor' info bubble is not seen after pressing F5 key.

Expected: 'Press Esc to show your cursor' info bubble should always seen.

This is a Non-regression issue, seen from M-40(40.0.2172.0)

Able to reproduce the issue on mac 10.11.6 chrome version 54.0.2840.68 using command+R for refreshing the page

I can't reproduce this old bug. I suspect it was fixed a while ago.
