Regression: On dragging and holding a bookmarked folder, unnecessary tooltip is seen.

Issue descriptionVersion: 54.0.2840.68 Revision e5934e0f324e72f35dac7868c9b554a4295b2ceb-refs/branch-heads/2840@{#755} (64-bit) OS: Mac (10.10.5, 10.11.4) What steps will reproduce the problem? 1) Launch chrome, press Cmd+Shift+B to enable Bookmarks bar. 2) Add a new folder on bookmarks bar and add another folder inside the added folder. 3) Click on added folder on bookmarks bar and drag and hold the folder inside it on to the bookmarks bar. 4) Observe the dragged folder on bookmarks bar. On dragging and holding bookmark folder, unwanted tooltip is seen. No tooltip should be seen when dragging and holding a folder.
