MD Settings: People section is flickery

Chrome Version: 56.0.2895.0 d9d3ea15202868716617ceb73ee8d5595778d504-refs/heads/master@{#426105} (64 bit)
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4)

What steps will reproduce the problem?
(1) Launch chrome and navigate to chrome://md-settings/ and reload the page, at the same instance observe the 'Sign in to chrome' button near letter 'me' of chrome.(Please refer screen cast)
  
Actual: Unwanted glimpse of arrow icon is seen on 'Sign in to chrome' button when page is refreshed
Expected: Unwanted glimpse of arrow icon is seen on 'Sign in to chrome' button when page is refreshed

This is a non-regression issue, seen from M-55 series as 'arrow icon' appears from build # 55.0.2876.0

Kindly review the attached screen cast for reference.

Actual: Unwanted glimpse of arrow icon is seen on 'Sign in to chrome' button when page is refreshed.
Expected: Unwanted glimpse of arrow icon should not be seen on 'Sign in to chrome' button when page is refreshed.

Unable to reproduce the issue on mac 10.11.6 chrome version 56.0.2895.0

With response to comment #2 :
Rechecked the above issue on latest canary chrome version : 56.0.2895.0 and the issue is still reproducible on all OS.
