Regression : In cookies section, unable to view cookie dialog ‘header’ even after completely scrolling upwards.

Issue descriptionChrome Version : 56.0.2895.0 (Official Build) d9d3ea15202868716617ceb73ee8d5595778d504-refs/heads/master@{#426105} 64-bit OS : Mac(10.10.5, 10.11.4) Precondition : Navigate to www.gmail.com and sign in to gmail account using valid credentials. What steps will reproduce the problem? 1. Launch chrome, navigate to chrome://md-settings/siteSettings/cookies and hit ‘Cmd + Shift + B’ to enable ‘Bookmarks bar’. 2. In ‘All cookies and site data’ section, click on ‘accounts.google.com’ cookie entry and observe the cookie dialog header. Actual : Unable to view cookie dialog ‘header’ even after completely scrolling upwards. Expected : User should be able to see cookies dialog ‘header’. This is a regression issue broken in ‘M-56’, below is the Manual Regression range and will soon update bisect info. Good build : 56.0.2886.0 Bad build : 56.0.2888.0 Note : Above issue is not seen on Windows/linux OS.

Tested in chrome # 56.0.2895.0 on MAC 10.11.6 & 10.12 and not able to reproduce the issue.Please find the screen shot for your reference. Thank you!

@rbasuvula : Above issue is reproducible only on Mac 10.10.5 & 10.11.4 machines having display resolution 1366 x 768 or 1280 x 800. Note : Issue is clearly reproducible on Mac 10.10.5 with 1366 x 768 display.

Unable to reproduce the issue on mac 10.11.6 chrome version 56.0.2923.0 yfulgaonkar@, Could you please check the same on latest canary and update the thread.

With response to comment #5 Retested above issue in latest 57.0.2934.0 build on mac 10.11.6 and 10.12.1 but issue is not reproducible as the UI of 'Cookies' sub page is now changed. Above issue was reproducible in old Cookies UI but now the same is working as intended in new Cookies UI. Thank you!
