Chrome cannot download Flash (China) and doesn't provide feedback

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.59 Safari/537.36 Steps to reproduce the problem: Issue experienced from China 1. Install Clean Chrome 54 (Remove any existing user/system Flash) - may be downloaded from https://www.google.cn/chrome/browser/?standalone=1 2. Open a website with Flash Content (The Flash content may not be displayed, may be an audio feature) What is the expected behavior? - Either Chrome will download Flash and play the content. - Or Chrome will provide a meaningful feedback to the user and a way to download the Flash player (from adobe website ?). What went wrong? Nothing happens - Chrome cannot download Flash - Flash plugin may not be displayed to show a "download failed" message (which is not helpful anyway) - Flash plugin is advertised to be present, so javascript would provide link to download Flash From user point of view, it's just stuck doing nothing. Did this work before? N/A Chrome version: 54.0.2840.59 Channel: stable OS Version: 10.0 Flash Version: Shockwave Flash 23.0 r0

Alternative Chrome download link: https://www.google.com/chrome/browser/desktop/index.html?standalone=1 Note: If you are able to access google.com, you will probably NOT be able to reproduce the issue. To reproduce the issue, any connection to *.google.com should be blocked. Example of website with Flash content: http://v.youku.com/v_show/id_XMTc2NzkzOTk2NA==.html

No component updates (or updates in general) are currently working in CN; therefore Flash will not work in this region. To enable updates, we have to transition updates to use one of the China-whitelisted domain names. It's unclear whether or not this will be allowed under our current agreements, I will look into this. As a workaround, users in CN may install system Flash (https://get.adobe.com/flashplayer/).
