Regression: In chrome://flags text on drop down seen chopped from bottom side after changing browser language to 'Hindi'.

OS: Windows(7,8,10)

Pre-Condition: Change browser language to 'Hindi'

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://flags and observe the text in drop down.

Actual: Text is seen chopped from bottom side after change the browser language to Hindi.

Expected: Text should not chopped from bottom side after change the browser language to Hindi.

This is a regression issue, broken in 'M-53', will soon update the other info:

Good Build: 53.0.2781.0
Bad Build: 53.0.2782.0

Note: Issue is not issue on Mac and Linux OS.
