Regression: [MD Settings] Wrong context menu is displayed for 'Learn more' link.

Chrome Version: 56.0.2894.0 (Official Build) 9e01f1257eb75274157fe7d246869b32d24b155b-refs/heads/master@{#425838} 32/64-bit.
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings/siteSettings/notifications
2. Right click on 'Learn more' link and observe.

Wrong context menu is displaying for 'Learn more' link.
Link context menu should display for 'Learn more' link

This is a regression issue, broken in M-55 series, below is bisect info.

Good build: 55.0.2843.0
Bad build: 55.0.2844.0

Learn more link is not seen on chrome latest M56-56.0.2902.0 builds. Seems to be this functionality has been removed from chrome://md-settings/siteSettings/notifications page. Hence marking it as wont fix.
