Remove Dr Memory bots from WebRTC

Chromium has decided to turn down Dr Memory as a tool and rely on the LLVM Sanitizers instead ( bug 655521 ). Since the Dr Memory toolchain is no longer maintained we should also get rid of our bots.

I'll file a separate cleanup bug for the WebRTC repo, this bug only tracks buildbot changes in Chrome infra.

Changes I know of (there may be more):
* remove bots from client.webrtc
* remove bots from tryserver.webrtc
* cleanup any Dr Memory specific things in recipes. At least I know of the drmemory_light and drmemory_full configs in the chromium recipe module config.
