Application installed successfully unable to launch in win7

Issue description

UserAgent: Mozilla/5.0 (Linux; Android 4.4.2; HTC Desire 526GPLUS dual sim Build/KOT49H) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.124 Mobile Safari/537.36

Steps to reproduce the problem:
1. Downloaded Chrome 54 from internet
2. Installed on windows 7 64 bit machine where Chrome 53 exists
3. Chrome 54 got installed successfully while launching the shortcut program not opening
Try uninstall and installed 54 same behaviour

What is the expected behavior?
Need to launch Chrome 54

What went wrong?
Chrome 54 is not opening

Did this work before? N/A 

Chrome version: 54.0.2840.59  Channel: n/a
OS Version: 6.1
Flash Version: 16

Tested on Windows-7, Mac-10.11.4 and Linux Ubuntu-14.04 with reported version 54.0.2840.59  and chrome stable version 54.0.2840.71 and Latest canary 56.0.2896.3 with below steps
1.Downloaded Chrome and installed
2.Chrome got installed successfully
3.And chrome launched successfully without any issue.
could you please Download the Latest chrome from the below link and check the issue and update the thread.

This is fixed in latest version of chrome - 54.0.2840.71, Please upgrade and let us know the behaviour.
Okay sure let me try and get back
Yep recently downloaded and tried 54.0.2840.71 launching the Chrome took more than 1 min

We use proxy pac in IE.

Please help on this

Unable to reproduce the issue on windows-7, Mac-10.12.2 and Linux Ubuntu 14.04 using chrome stable version 55.0.2883.87 and latest canary 57.0.2963.0 with the steps mentioned in comment#0.

Reporter@ could you please upgrade the chrome to latest version and let us know your observations if the issue still persists.
