Regression: Cursor is lost in console of devtools on re-opening

Issue description

Version: 56.0.2894.0 dev
OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch chrome and open devtools on any page >> Go to console section[Observe for text cursor] >> Close devtools and re-open,now observe for cursor

Expected: Cursor should be seen and should be able to type on re-opening devtools
Actual: Instead focus is lost from console section.

This is a regression issue broken in M56.

Able to reproduce the issue on Mac canary 56.0.2894.0 as well.

Using the per-revision bisect providing the bisect results,
Good Build: 56.0.2888.0 dev (Revision : 424625)
Bad Build: 56.0.2889.0 dev (Revision : 424926)

You are probably looking for a change made after 424921 (known good), but no later than 424922 (first known bad).

Able to reproduce the issue on Windows 7 using chrome version 56.0.2900.0.

pfeldman@ could you please look into this issue.


@ pfeldman: Gentle ping, issue is marked with a blocker label and able to reproduce the issue on 56.0.2912.0 Cananry as well for Windows 10, MAC 10.12, Ubuntu 14.04

Thanks for the report and bisect!  After some investigation, it's going to be better to put this off for now and work on a wider-scale solution with tests in the future.
