Native Mac Page Info bubble does not extend to the left for RTL locales |

Issue descriptionChrome 56.0.2894.0 OSX 10.11.6 What steps will reproduce the problem? (1) Make sure #mac-views-webui-dialogs is disabled. (2) Open Chrome with an RTL locale What is the expected output? The bubble should point at the lock icon and extend leftwards below it (like mac-views-shiny-modern-hebrew.png). What do you see instead? The bubble goes to the right (mac-native-hebrew.png).
