pdfium and catapult deps rollers hammering chromium_presubmit

I noticed the presubmit step taking a long time on a patch. It looks like the catapult and pdfium deps rollers are taking most of the jobs. Is this intended?

Earlier today we have 'all' of the trybots failing at patch download, this has now been resolved

Tracking of this issue was in https://bugs.chromium.org/p/chromium/issues/detail?id=657216

It is likely that what you are seeing is the trybots catching up.

I suggest we wait 'a bit' and see if things improve.

Things appear back to normal now, with only a handful of active and pending builds.
