FR: Move "Store Debug Logs" button from chrome://net-internals/#chromeos to a better place

Feature Request:

chrome://net-internals/#chromeos page has "Store Debug Logs" button which allows the user to download *all* Chrome OS and ARC logs as a tar.gz file.

Since the tarball has not only net logs but also other Chrome OS and ARC logs, chrome://net-internals/ doesn't seem like the best place for the button to live. The button is difficult to discover for Chrome OS developers not working on network stuff, at least.

It'd be nice if we move (or add another) "Store Debug Logs" button to a better place in chrome://.

Agreed. chrome://system makes more sense. I worry a bit about how we migrate it though since it has been in that location so long.
