rotate and rotate back resets scroll

Issue description

Version: Chrome Canary 56.0.2890.0
OS: Android 7.1.0; Pixel Build/NDE63J

What steps will reproduce the problem?
(1) Visit www.newyorker.com/business/currency/the-real-soylent-sickness in portrait mode.
(2) Scroll down the page
(3) Rotate phone to landscape mode.
(4) Rotate phone to portrait mode.

What is the expected output?

Page should stay at the same place as phone is rotated

What do you see instead?

After step 3, the page scrolls to the top again.

I reproduced this in 53.0.2785.124 so this isn't a regression. Also reproduces in Firefox so I suspect this may be a problem with the page. Might warrant some more investigation though, in particular, what does Safari do?

On 69.0.3497.100, page no longer scroll to the top at step 3 or 4. 
The position in landscape and portrait are a bit different, but it's at same position on portrait mode as before rotation.

I think it's ok to close this now.
