Seen input method changed notification while opening the file manger window with Alt+Shift+M

Platform	8872.15.0 (Official Build) dev-channel samus

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:
(1)Press Shift+Alt+M(to Open filemanager window)
(2)Observe the notification 


Expected Result:
Should not pop up any notification.

Actual Result:
Seen "Shortcut to switch to the next input method has changed...." notification with file manager window.

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)
always.

What is the impact to the user, and is there a workaround? If so, what is
it?

I can repro this consistently on the current Beta54, after adding the US International keyboard.  There's no notification when only the default US keyboard is enabled.
Version 54.0.2840.59 beta (64-bit)
Platform 8743.65.0 (Official Build) beta-channel glimmer
Firmware Google_Glimmer.5216.198.19

I cannot repro at all on Alex-he on Stable 53.0.2785.154

@afakhry, can you confirm that this notification was removed?

Part of the reason we switched away from Alt+Shift as a shortcut was the frequent accidental triggering when trying to use other shortcuts.

Yes, this notification has been removed entirely in M58.
