Navigating cells in Google Sheets does not interrupt speech

Issue description

Mode: force_next
Version: 56.0.2894.0
Reproduction Steps: 
1. Enable CVox Next
2. sheets.google.com>>open any sheet.
3. Right arrow about ten times quickly, and left arrow back.
Expected: As the right arrow is pressed, the new cell ought to be spoken immediately. If navigating quickly, the name of the cells being announced should be interrupted to announce only the currently focused cell.
Actual: Cell reading is not interrupted.

This can be closed. It has to do with Sheets not recognizing that a11y mode
is enabled with CVox running.

Fix next compat to convey state for classic.

ChromeVox's content script requests a boolean isClasicEnabled before document load (sometimes). Ensure that boolean accounts for the next compat reg exp.
