Enable (on by default) PPS Tiny on Trunk

Right now PPS Tiny is disabled by default and Finch enabled.  With the launch to Stable, we need to enable it.

Do we want to preserve the Finch kill switch? Or have we become confident enough that we can just delete the feature flag?

We still have the finch kill switch, I just set it to default-on. (Tommy, please double-check the CL, just in case :)

I'd expect us to remove the finch support in a release or two. Ryan: Do we have a bug for that?

CL looks good.

Right: eventually we will remove the feature from chrome_features and then the remote killswitch will be gone also.
