Hangouts App vertical scrollbars can't be mouse dragged

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.143 Safari/537.36

Steps to reproduce the problem:
1. Open Hangouts Chrome App
2. Open an active hangout with entries beyond the view that enable the vertical scroll bar.
3. Attempt to left-click and drag the vertical scroll bar.
4. Notice that the bar doesn't move.

What is the expected behavior?
Scrolling should work when the mouse interacts with the scrollbar in addition to the mousewheel.

What went wrong?
You can't scroll by clicking and/or dragging the mouse in the vertical scroll bar.

Clicking in an open space in the vertical scroll bar (which normally issues a page-down command in most applications) also does not work. 

Vertical scroll bar handle works in the conversation list on the left.

Unable to reproduce the issue on Windows 10 using chrome reported version #53.0.2785.143 and latest canary #56.0.2896.0.

Attached a screen cast for your reference.

Following are the steps followed to reproduce the issue.
------------
1. Opened Hangouts Chrome App.
2. Opened an active hangout with entries beyond the view that enabled the vertical scroll bar.
3. Attempted to left-click and dragged the vertical scroll bar.
4. Observed that the bar moved without any issues.

tehpete@ - Could you please check this issue using latest stable #54.0.2840.59 by creating a new profile.

Unable to reproduce the issue on Windows 10 and Ubuntu 14.04 using latest chrome stable #55.0.2883.87 and latest canary #57.0.2964.0.

Still reproduces for two separate profiles tested on two separate machines. I have noticed between your original video and my screenshot that you are running 64-bit and i am running 32-bit. Could this be the cause?

I am still able to reproduce this in:
version:	56.0.2924.76 (Official Build) (64-bit)
 on two seaparate profiles, and a new one.

This issue no longer reproduces for me in 60.0.3112.113 64 bit, windows 10.
