Enable Braille in Chromevox Menus

Issue description

Mode: force_next
Version: 56.0.2890.0
Reproduction Steps: 
1. Plug Vario Ultra Braille Display into Chromebook.
2. Open any window with CTRL+N
3. Alt+F to access the menu and attempt to read the results with Braille.
Expected: Menu items would be displayed on the Braille display.
Actual: No braille is displayed while traversing the menu.

Invalidate the text edit handler on selection events

This is necessary to make braille output work in menus. If a text edit handler is active, output gets delegated through that handler, skipping the output o f the current range.
