The keyboard shortcuts exist in ash already. We need new IPCs in mojom::DisplayController so that service:ash can ask service:ui to change the internal display zoom level. The keyboard shortcuts should call the new IPCs and PlatformScreen should change the ui_scale_factor appropriately.

This is blocked on supporting ui_scale_factor in PlatformScreen which is blocked on moving ash::DisplayManager out of ash and into ui.
