Display flex with direction rtl and flex flow column wrap is not scrolling

Steps to reproduce the problem:
1.create div
2. place content inside
3. apply styles as seen in test case
4. Look at test-case or go to http://codepen.io/plumbblake/pen/WGadpm

What is the expected behavior?
The div container should scroll.

What went wrong?
The div container is not scrolling. 

Did this work before? No 

Does this work in other browsers? Yes

Chrome version: 53.0.2785.143  Channel: n/a
OS Version: OS X 10.12.0
Flash Version: Shockwave Flash 23.0 r0

same problem occurs when overflow is changed to scroll - a scroll bar appears but the content is still not scrollable

Tested in chrome stable #54.0.2840.59 and canary #56.0.2895.0 on Mac 10.12 able to reproduce the issue.

Still able to reproduce the issue on windows 7 using chrome version 54.0.2840.99 and canary 56.0.2920.0.

Still able to reproduce the issue on Ubuntu 14.04 using latest chrome version 57.0.2978.0.
