Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.59 Safari/537.36 Steps to reproduce the problem: 1. Go to the page https://jsfiddle.net/kyh33ont/6/ 2. Drag the green element "Drag me anywhere" 3. Hover the red element. What is the expected behavior? The title attribuute should be displayed What went wrong? The title attribuute isn't displayed Did this work before? N/A Chrome version: 54.0.2840.59 Channel: stable OS Version: Flash Version: Shockwave Flash 23.0 r0 on the other side, if I drag the green element and then i click anywhere on the page before to hover the red element, the title attribute is displayed

I reproduce this issue on Linux ubuntu 16.04 and on Fedora 23 using chrome stable 54.0.2840.59. On windows, I can't reproduce it

Due to lack of OS -Linux ubuntu 16.04 and on Fedora 23 machines with chrome HYD TE team, we are unable to check this issue . Requesting someone from MTV team to look in to this issue for further triaging.
