Non-Regression:Page auto scrolls on opening in new tab for foxnews.com

Issue description

Version: 55.0.2883.18 dev
OS: Ubuntu 14.04,Windows

URL: http://www.foxnews.com/

(1)Launch chrome and load the above URL.
(2)on login link right click for context menu and select for "open link in new tab" and observe the page.


Expected:The page should not scroll on opening in new tab.
Actual:The page is Auto scrolling while opening in new tab.


This is a Non-regression issue as same is seen from M36 series.

Note:Issue not Exist in Mozilla.

Able to reproduce the issue on Mac OS 10.12 using chrome latest Dev 55.0.2883.19

I can't reproduce this in 55.0.2883.18 on Linux. It'd be surprising if this issue went all the way back to M36 as it seems pretty bad. Could you check again, perhaps it was a problem with the page itself.
Able to replicate the issue in 55.0.2883.19 build.
