Regression : In md-history, unnecessarily ‘Actions’ iron list gets opened after clicking on 'More from this site' option.

Issue description

Chrome Version : 56.0.2894.0 (Official Build) 9e01f1257eb75274157fe7d246869b32d24b155b-refs/heads/master@{#425838} 64-bit
OS : Mac(10.10.5, 10.11.4), Windows(7,8,8.1,10), Linux(14.04 LTS)

Precondition : Navigate to any web page and generate some history records.

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://history, open devtools and click on ’Toggle device toolbar’ button.
2. Resize the emulated page towards RHS and reload the page. (please refer an attached screen cast)
3. Now click on ‘Actions’ iron icon (drop down list is seen) and without hovering, click on 'More from this site' option, observe.

Actual : Unnecessarily ‘Actions’ iron list gets auto opened after step 3.
Expected : Instead, ‘Actions’ iron list should get closed after step 3.

This is a regression issue broken in ‘M-55’, below is the Manual Regression range and will soon update bisect info.
Good build : 55.0.2873.0

@ tsergeant: Gentle ping, Issue is marked with M55 label and a Priority 1. Request you to please take a look into it. 

As issue is with respect to Material design, can you please change the milestone or reduce priority incase if required.

I've only been able to reproduce this in devtools with emulation mode turned on. I have not been able to reproduce on a touchscreen device (Windows or Chrome OS).

As such, reducing the priority since this is should not affect users.
Status: WontFix (was: Assigned)
I'm unable to reproduce anymore. This might have been fixed with the switch to cr-action-menu.

Marking as WontFix, feel free to reopen if the problem persists.
