Steps to reproduce the problem:
1. Create a folder in the bookmarks bar (if you do not have Other bookmarks already) and add an item to that folder.
2. Click on the folder in the bookmarks bar, in order to open it.
3. Drag one of the items to the bookmarks bar, do not release yet.
4. Make sure you wait about two seconds while the drag hovers the bookmarks bar itself (not the folder).

What is the expected behavior?
The drag continues, waiting to be released.

What went wrong?
The drag is discarded. The default mouse pointer is shown. The drag operation cannot be completed.
